The remaining ships beyond Death Squadron may be from the Endor Sector Group, but their command is not the "Endor Sector Group"--their command is the Sector Group Deployment under the flagship of Executor. Piett commands the entire deployment at Endor.
I'm saying that yeah, you're right that the Sector Group ships are probably there, but they were transfered from the "Endor's Sector Group" command under the local Moff to the command under Firmus Piett.
The ship deployment under Firmus Piett counts 22 ISDs + 2 large vessels. Because this is roughly analogous to the 24 ISD count for a minimum strength Sector Group, the deployment of Firmus Piett's command is probably the Navy standard for a the full deployment of a Sector Group, whereas a deployment of 1/4 the ISDs of a Sector Group (six ISDs) is called a Superiority Fleet, etc.
I'm saying the command gathered under Piett is equivalent to the combined command of an entire Sector Group due to its composition. There are no seperate commands at Endor: the fleet's flagship is Executor, her flag officer HADM Firmus Piett.
