There were reports of Iraqi nuclear material (yes, they did have some- non-weaponised) going missing after the official end of the war, with shit like Iraqi villagers using barrels that once held radioactive material to drink water. It's a hop, skip and jump from that to selling some scrap material that was probably once a container used for holding such material.

It's not as hot as enriched Uranium, but it is a known carcinogen as are all heavy metals. Unless the guy inhaled a lot of it or got it on his skin, he should be okay.
