I vote Marvin. He has a more efficient means of blowing up planet Earth than the Death Star does. And disintegration guns galore. And thousands of expendable martian dogs. And that massive facility he has on Mars belongs only to him. If that's his, what of the other martians on Mars? Though, I never heard of or saw any others in the cartoons...perhaps it's a mere colony.
