Indeed. A manned Mars mission would not be viable untill key technologies like nuclear propulsion is developed.
Bullshit. Current chemical rockets will get us there just fine at first.

How would we get back?

With (get this) another chemical rocket. Theoretically, most of its fuel could even be manufactured locally on Mars itself.

I've heard about that. It would create Methane fuel from the CO2 in Mars' atmosphere using Rhudinium as a catalyst or something like that.

I tink it depends on the next election- if Bush stays in this is probably going to remain in place, and by 2008 it will be well on its way so no-one is going to remove it just for the hell of it. If the Democrats win, chances are this is going to be moved to the backburner while they address other issues (unemployment, sagging economy, War of Terrorism).

By Mayabird's Pessimism Principle, I cannot believe that we will.

My principle goes as follows: always be as pessimistic as possible. Always expect worst-case scenarios. Never hope for the best. That way, if you're right, you are at least emotionally prepared for it and have the consolation of being right; if you're wrong, life is good. 8)

So as my friends say to me, "Don't be right!"

Either you take all the fuel with you, which requires space-assembly of this leviathan (the original Bush Sr. NASA plan) which is hideously expensive and inefficient, or you go Zubrin's Mars Direct, send a robot there to make methane and LOX for your return trip, then you go one-way, land, hang out, then board the previously landed ship, now fully-fueled, and blast back to Earth.

Sure chemical rockets will do it just fine but it it is a one shot attempt. The rockets used will be expended by one single mission but a nuclear rocket could make many trips from Earth orbit to Mars orbit and back. So nuclear propulsion is better in the long term if we chose sustained exploration of Mars.
I have to tell you something everything I wrote above is a lie.
