I'm of the opinion that they were happy with their ships the way they were. After all, the primary mission of the Hapan Battle Dragon was to slaughter pirates and smugglers trying to fleece the Hapans, and from Han's account, it did a chillingly good job of it (17 out of 20 ships in a smuggling convoy destroyed by one Dragon IIRC).
When your ships' primary qualification is the ability to beat the snot out of hotwired, (comparatively) poorly shielded and poorly armed renegades, you don't really need a ship that can trade blows with a massive battleship.
In addition, the Hapans compensated nicely for their lag in TL tech. First, with their Dragons' rotating turret chains around its saucer, then with the Novas' ten Ion cannons and high speed. With all that on their side, they probably figured 'why bother?'
