There was a guy in my boot camp company who also became an EW. His first command after school was the USS Iowa (BB-61). Sometime after getting there he decided he was a concientious objector. He object to the idea that the Iowa might (I can not confirm nor deny the presence of nuclear weapons onboard........) have nuclear weapons onboard.

In his case he would have had to be a totall dumbass not to have a clue that might be a possibility before he went to that ship. He could have tried for a nice cargo or refrigeration ship that no one else wanted. Instead he took what most would consider an excellent billet and then pussed out or something after he got there. EW is a pretty passive job where the military is concerned. Other than jamming, shooting flares and chaff the rest is basically being an electronic lookout who also does some tech stuff. This guy could have asked the detailer for a non-combatant ship and he probably would have got it since everyone coming out of school wants the "cool" ships.

Anyway, from what I heard about him he got an "other than honorable" discharge. It's not as bad as a dishonorable but it's still not good. He won't be able to work for the government in any capacity. It's likely that even places that do work for the government won't be able to hire him. Plus, there's definately no GI benefits. If he paid into the GI Bill he's out his money and definately won't be getting the government's cash. I doubt he was able to get government loans or grants for college and I know someone with a dishonorble discharge won't get getting any.

In the case of the dumb ass from the article I'd say giving him a dishonorable discharge and maybe billing him for his training is more than enough. If he joined the military to pay for school he's going to have lots of fun trying to pay for it now. He won't be getting any government grants or loans and a lot non-government agencies aren't going to be looking to give him money either. A dishonorable discharge is a very good way to really jack up your life.

Dishonourable discharge
Criminal charges if applicable (i.e breaking a contract, Fraud, fleeing the country)
Make him pay for his training and take all the money back he made in the Army, if any.
And revoke any and all government issued liscences he might own
(i.e no drivers lisence for you)

It would be (i think) Dereliction of duty at BEST. Desertion, failure to obey, and many citiation of the Article 134 of the UCMJ (Catch-all article) LOTS of time in leavenworth at the very least. Trust me, you do NOT want to be at leavenworth. He has effectively ended any chance he has at being a productive american citizen. Nobody will want him to work for them, really, his best opportunity for being a good citizen will be keeping the highways clean and the grounds purdy in Kansas.
