We probably still would have gone into Afghanistan, but I doubt the Iraq war would have occurred(unless the intel was right and Saddam DID have WMDs and the intent to use them).
As for the outside world, we probably would still be signed onto the Kyoto Treaty, but not ratified. Tax cut may or may not have passed; can't remember McCain's opinion on that.

I'm not so sure about that. Clinton was just as convinced about the WMD as Bush was, and I bet McCain would have been to. He might have done better with the diplomacy or the occupation, or then again he might not have. I'm not sure about that. There are a lot of reasons to prefer McCain over Bush, but due to the whole Campaign finance reform thing I'm not inclined to believe his commitment to civil liberties is all that deep.
