I use an electric razor. It gets close enough; I don't really give a shit if it's as soft as it can possibly be or not. As long as it looks shaved, it is shaved, in my book.
Plus, I'm too lazy to shave every day even with an electric razor, so I'd be hopeless with a non-electric one.

Mach 3. Used to do Turbo, but then I went up to PI for three days and bought a bunch of the regular ones in the Recruit Exchange for like one buck a pop (four in a box, four bucks for the box).
I never could get an electric to cut close enough, and going in the military, I kinda don't have a choice. So I need it as best as I can get. And what others have said is true; I always feel like my chin has too much stubble, as well as my jaw. And, oddly, my upper lip doesn't seem to go completely off unless I shave both ways (up and down). What's odd is that I didn't use to have to; just going down always got all of it off. But in the last month or so it seems a permenant bit of it stays there, unless I take the blade up.
Anyway, as to my method, I usually do a dry shave. It cuts closer, IMO, and it's quicker (for me) than lathering up. It does irritate me, but that goes away after maybe ten minutes at the most. The only times I really tend to use lather are when I a) have been lazy over the weekend and have a good sized build-up b) have the time to do so (usually if I have to shave mid-day to go somewhere in uniform or with the Battalion, or I get up early enough in the morning) and don't want to bother with the irritation, or c) I have to hit some "soft spots" kinda hard, like the birthmark/mole right where my right sideburn is. Only cut it once, but it was really annoying.
To date, I have only cut myself twice, but that seemed more like bad luck than anything else. I somehow got the razor "caught" on my face, and it kinda backed up in and out real quick, leaving these nice three parallel cuts in my face. Hurts like a bugger, too.

Schick Extreme III. But I think I'll try that new Schick Quattro...because if three blades is good...four must be even better.
I've never cut myself with the Schick, but I did with my old electric...when I was cleaning the blades. Damn thing wasn't any faster than a blade either, since I had to keep going over places.

I've gotten so damn lazy at college that I just whip out the blade 2 or 3 times a week when I'm in the shower and get in a quick shave. I used to go electric because of less cleanup and the like (compared to a blade at the sink), but now that I discovered shaving in the shower, there's no contest for this lazy bum lol
