The US army that would have camped outside would be the main reason. A bunker like that can keep people out, but it also keeps you in, and it isn't exactly low profile.

A powerful bunker like that would be one of the first places US soldiers would search for Saddam. So he avoided that bunker like he avoided staying in Palaces after the invasion.

Sealand is a shining beacon of what every nation on Earth should become, I mean, no crime, no drug abuse, no child abuse no terrorist cells, they've fought their own wars and won and have successful businesses. :P
