This is probably the Topol-M ICBM maneuvering warhead.
Anyway, coming off how hilariously the Ruskies fucked up the ballistic missile launches that Putin was at, (the missiles failed to launch, then the same general who told the press in the early days of the Kursk crisis that everything was okay came out and said it was supposed to be a "virtual launch", I.E nothing was actually supposed to happen. ) the best chance for this being deployed anywhere is in Iran or some other third world country they can unload the technology off at for a tidy profit.
The missiles that allegedly failed were the oldest misisles in the entire R-29RM inventory; very little to do with future technology and almost certainly nearing the end of their service life. The oldest missiles are test-fired every year apparently- that way, the service life of all the other missiles of its type gets extended in the launch is successful.

Anyway, the incident is under investigation- but your account of the simulation thing is off.

Putin's much-publicised appearance at military exercises is marred by missile malfunction on two days running

MOSCOW - President Vladimir Putin oversaw one of Russia's largest strategic military exercises in years for a second day on Wednesday, and, for a second day, something went wrong

An intercontinental ballistic missile (ICBM) fired from the nuclear submarine Karelia in the Barents Sea veered wildly off course 98 seconds after launch and then self-destructed, a navy spokesman said.

The cause of the malfunction would be investigated.

The missile was supposed to cross the Arctic and land in a missile range in the Far Eastern region of Kamchatka. Instead, it exploded in the upper atmosphere over the Barents.

On Tuesday, the launch of two missiles from the submarine Novomoskovsk in the Barents failed - for reasons that are still in dispute - as Mr Putin watched from the deck of another submarine

Clearly, the R-29RMs being fired by those Delta IVs (both subs involved ar Delta IVs) are beyond their service life. Time to do away with that year's batch.

(by contrast, there hasn't been a land-based ICBM launch failure since 1998- of a Topol-M, which was still in the prototype stage at the time, being tested).

Would not sufficient EMP knock out said satellites (I surmies they're quite hardened, though) at any rate,

Yup, but it kinda lost any real mission when the US pulled out of their similar project. Yet another dead-end job like the whole XB-70 Vs. MiG-25 fiasco.

The launch pad for those things is now in Kazakhstan, and the ABM satellite could simply destroy the thing if it was seen to be on an intercept course.

I thought the Russians had enough nukes already to saturate any defenses we were planning? Why do they need this?

The Russian nuclear arsenal was rather drastically dwindled; they might be trying to go for quality over quantity.

Well, because those nukes are eventually gonna be useless for one. As it is, nothing says they have to equip this thing (and I heard it was fired from a UR-100NUTTh aka SS-19 STILETTO, though don't take my word for it) on everything they have or are acquiring (Topol-M aka SS-27).
