Wait... I've SEEN that in another anime, Doing exactly what you descrbie, looking the exact same and doing the exact same stuff!(Minus the Built in missle Launcher I saw)
It was in another Anime.. Bob I don't even remeber the name, One about Tanks and what-not with the normal post nuke war or some crap normal things, its not tank police, The tanks they drive are much bigger and more manvorable(They look like Furtusitc tanks but with 4 seprate mini treds)

I saw this God awful crap(Except the bot it was cool as hell) on the Action channel if that helps, No idea about the name however, though one last thing it was at least as violent as Akira(To give you a baseline) though at least three people per epsoide(I saw two, subtitled but baddly) died in just 28 mins though...

The only thing I can think of what you're refering to is Appleseed, also by Masamune Shirow (Ghost in the Shell, Dominion Tank Police).

Did the robot have these bunny ears-antennae on it's head? And was he larger than the female protagonist? (assuming it is Appleseed that you saw).
