Darth Vader is pretty much a no-brainer.

Jean-Baptiste Emmanuel Zorg from The Fifth Element was *awesome*...

Hmm...Saruman was pretty badass too.

Honorable Mentions:

Godzilla (c. 1954 and 2002: Original and GMK) - no one has ever stomped Tokyo better.

King Ghidorah (first appearance) - Space Alien comes to destroy the world. Why? Because he can. Best reason to do anything when you're evil.

Sokurah the Magician - From The 7th Voyage of Sinbad knew what he wanted and would go to any lengths to get it.
ISARMA: Daikaiju Coordinator: Just Add Radiation
Justice League- Molly Hayes: Respect Hats or Freakin' Else!
Browncoat
Supernatural Taisen - "[This Story] is essentially "Wouldn't it be awesome if this happened?" Followed by explosions."

Reviewing movies is a lot like Paleontology: The Evidence is there...but no one seems to agree upon it.

"God! Are you so bored that you enjoy seeing us humans suffer?! Why can't you let this poor man live happily with his son! What kind of God are you, crushing us like ants?!" - Kyoami, Ran

General Zod (need i say more?)
second place is tied between M. Bison played by Raoul Julia, and Magneto from the x-men movies.
third place goes to the Merovingian, from Reloaded. he had a bit more of a personality than Smith did, so that gives him a plus.

A common misconception is that Vader is some sort of epitome for villains. This is completely untrue. Darth Vader is simply one of the most successful corporate CEO's of all time. The guy simply knew how to motivate people.

It's understandable that certain people mistake his heavy-handed but fair approach to mistakes as villainy, but who would argue that applying the same tough standards to all employees, regardless of position, is a bad thing? The man generated results, and the company stayed in the black throughout his term there.

I'm sure that some employees were confused by the helmet and cape when he was first brought on board, but word quickly spread that the new chairman was bringing in his guys and laid all concerns to rest.

Palpatine was way more villainous. Vader was a tool OF Palpatine, and that says something.

General Zod wins several awards for being evil, as does Magneto and Jack Nicholson's Joker (probably the best comic-to-movie villain ever). Comic books EXCEL at creating villains who know how to play their part.

A lot of people might vote for Jason, the Aliens, and other famous movie monsters, but they're mostly killing machines as opposed to true villains.

But the most villainous creature of all fiction wasn't in a movie or TV show. He was in a video game, and his name was Kefka.
Note: I'm semi-retired from the board, so if you need something, please be patient.

overall, i'd say it was a tie between Kefka and Mr. Morden, from babylon 5. they both have the right type of personality and attidue for being evil that fits so nicely.

Morden was cool but he pales in comparison with Bester,

i'm not really sure i'd classify bester as a real villain . . . . Morden was actively working to derail things for everybody not with the Shadows, while Bester was more or less just looking to cover his own ass.

If you are going to include villians from video games, you have to put SHODAN in their somewhere.
