I think an offensive avatar would have had a far better impact. That way he could have said: "Why yes, I do like your avatar...." and laughed in an evil manner.

What makes you think this is a timed punishment? If you're fined for a crime, do you get your money back after five years?

Yeah, but that's just for a custom title the member would want.

As for partial sentences, I think they're okay as long as the give you an idea of what the thread is about. If it's too vague, or misleading, then that's a problem.
