Invasion: Earth's ending was left open intentionally and was quite annoying to some given most Western works have to give an exact ending for the audience seeing as imaginations run low nowadays. But yes, it ended with a nuking of the nD's structure acting like a giant tumour.
In case it hasn't been mentioned, Blake's 7 has one of the best and most depressing endings to any sci-fi series ever.

And Unforgiven can be forgiven for it's slow pacing just for that lightning-quick gunfight at the end. Seeing Clint Eastwood walk into the bar and face down half-a-dozen sherrif's deputies and the Sheriff himself - and win - was like the icing on a chocolate cake.

The bad guys won from what I saw. As I recall, it was mentioned they existed in multiple(or was it infinite) dimensions, and that the Earth's militaries were going to nuke every inch of Earth's surface rather then giving in to them. The nD invasion only occured at that remote Scottish village though with previous encounters seen in the 1940s during WWII. They were planning on nuking that one fortress that had materialised after the Tornado interdiction failed. Then it just fades to white as if a nuke went off. It's too open to really call it, but anyone can interpret it their own way.

There was a special ending for Army of Darkness where Ash drinks too much of the time travel potion, then he wakes up and the world was transformed into a wasteland by a nuclear war. Does that count, or are special editions not 'in'?
On a similar post-apocalyptic note, you could, technically, say the bad guys win at the end of Mad Max, not because they got away, but because Max's family was dead and he had lost everything dear to him and became a wandering nomad, leading him to the events in Road Warrior.

For patriotic concerns, I add "Gallipoli" - the good guy dies at the end, though Mel survives - not surprising as he was a courier, while the protagonist was a grunt ordered to charge no-man's land.
Also "Breaker Morant" - two Aussie soldiers are executed by the British in the Boer war. The movie shows the Aussies were victims of politics. I don't know much about the history of it all, but the movie showed the Aussies as the good guys and the pommy bastards as ... well, bastards.
