You didn't know about these? They aired at the end of each episode of the cartoon.
They're all included on the Rhino DVD of the GI Joe movie.

Hey man...don't shit on the Inspector...but I hate the new series...his car is sooooo LAME! What happened to the nice car? With the hydraulics? And the rocket launchers? I don't remember TMNT having PSAs, at least ones that weren't part of the show. It's been a while, though.
