It's just some random lunatic with minimal support at best. I wouldn't care to guess if its a domestic right-wing shit for brains width a grudge or a random Islamist gone high on Allah. The operation is too small for Saudi-backed terrorists (al Qaida)--with the exception of the anti-ship cell in Yemmen they prefer killing people in lots measured in dozens to thousands.

Also not military, or at least not a military sniper. Such a person would not be leaving behind shell casings or cards or anything to give away their location. They'd also be keeping the range open rather then getting closer.
For the range there's nothing overly impressive about his accuracy and anyone who's spent some time on the range could duplicate this.
