Windows Installer Pissing Me Off

I get this every time I try to the update that SmartFTP wants me to do, and when I try to unstall the Windows Installer CleanUp Utility:

You're running XP or 2000?
If so, is the Windows installer service running?

XP and I don't know. How do I find out?

Control Panel > Administrative Tools > Services

As Crayz said

Look for the Windows Installer entry. Normally it should be on "stared", and "automatic"
