Thats the nature of focus and consciousness. It's a simple demonstration of how your brain edits information before sending it on to your consciousness.

Now what'll really blow your mind is the people who are consciously blind but still know whats around them because their brain edits out fucking everything.

heh, yeah, I've seen stuff like that before. It's cause where light actually enters your eyes you have blind spots in your perepherial vision (at least, to the sides of where you're focusing), literally - everyone has them. Your brain automatically takes surrounding data to fill in the "holes". So, with that thing rotating, and the yellow dots being about the same size as the blind spot(s), when you focus long enough your brain fills in the holes with what you can actually see there... the black background.
