A 14 year old with Rei's proportions isn't that wierd nowadays.
In anime, breast growth goes something like this:

12: A
13: B
14: C
15: D
16: E
17: F

One thing I liked about GTO was when a 14 year old had huge breasts, it was considered unusual.
