We wish to install a network of such devices across known space for the purposes of transportation and trade. They do not require any of our techs to operate and would be open to all."
"Also, we wish to re-open the embassys that were closed at the outbreak of hostilites."

"We're not interested to install such a system, certainly inferior to our own transportation network. It would be folly to allow you access to our space in this way. And it seems you are not very interested in opening embassies. The last time I remember we saw you was when you fled our orbit after an unauthorized entry into our home system..."
