To be a nation one must have Government, Territory, Population, and Sovereignty. BY disregarding another nations sovereignty you are essentially not recongizing them as a nation. Is that your intention with the KSE?

"That won't happen is you respect OUR law that you have no claim to any territory unless you have bases there. But if you insist on going to war, there is a very good chance that might come to pass."

"Ah, so you can essentially move around our territory at will and strip mine our resouce base? I dont think so. We will not back down from this. And if the KSE calls for our help in the matter, it will be given. And if one of your ships sets reactor in any system we control without our pemission, not only wil they be destroyed, but we will consider it an act of war and respond accordingly. Your law does not superscede the law of other nations to govern territory they have claim to.

As for the fugue plane....
