If they could do that, then they could re-materialize enemy weapons inside the enemies' bodies.

We know from Nor the Battle to the Strong that the Klingons always setup transporter inhibitors when they go into battle (probably a standard in ST ground combat) - they would only do this is transporters at least had some combat applications, against an enemy that had no transporters or ways to block them I see no reason to doubt they would use it.
