Well, if you want to go with your initial plan of retconning Japanistan's arsenal from mostly-Russian stuff to mostly-French stuff, you can keep the R-99s. A possible in-universe explanation could be that the Japanistanis bought regular civilian ERJ 145s from Kyoto Aviation in Langley (as far as I know, I'm only one of two people here who makes Embraer aircraft; you make your own Super Tucanos for the Katangwans, while I produce most of Embraer's existing catalog through KyoAvi), then later modified them with their own avionics.
