There are limits to how much a busy monarch is going to micromanage the life of one subject, even if she is a prodigy. Celestia is not Twilight's mother, and given that part of the problem was Twilight's slavish adherence to an imagined dictate I would think she'd be a little reluctant to try and fix the problem with a royal command to 'be less OCD'.
