They were, to differentiate them from Pharaohs etc. You see a guy with a bizzare animal head, he's a god.

Actually, there were plenty of human-headed Egyptian gods. Osiris, Hathor(At times), Hapi, Geb, Nut, and Isis come to mind. I think there were more though....
