As for before I would note that Rogue said/did/moved absolutley nothing in support of Aly. In fact the only thing he did during the entire Tortuga affair was release a semi-damning note about the Etern. In essence he backed down from supporting an Ally in face of external pressure.

In many cases more planets is not better but rather dilutes their fleet counts in that you are obligated to defend planets on which you ostentatious planted your flag.
