They didn't think they'd lose it, though. They were anticipating a replay of the Soviet occupation, were an apparently powerful army is lured into a fight it isn't trained or prepared for and bleeds itself dry.

Of course, it didn't end up happening in Afghanistan. It did happen in Iraq.

The problem is getting everyone in a fractured society like Pakistan behind a nutcase's scheme to nuke USA. An islamist nutcase leader would presumably be civilian. Civilians presidents wield little power compare to the military. A Palpatine esque totalatarian purge would be required before a Pakistani leadership obtains such a total control over nukes that he can personaly nuke whomever he likes.
