Secondly, isn't it rather premature to blame the Kokand for this? The attacks were completely out of line with an attack by the Kokand forces. Both the method and means do not fit with those of the Kokand Guerillas.
Our declaration is conditional. Should the Kokands for some reason be responsible, they will be prosecuted in our courts.

If they arent, then that resolution applies to whoever is responsible..

{Asgard Imperial Palace}

The Induction Ceremony had gone off without a hitch and now the gala was in full swing. Diplomatic and dignataries were hob-nobbing all through out the Palace. Emperor Alexander was relaxing with the newly appoint Grand Duke Jacob Hood, formerly the head of the Kokand Empire.

"What do you think of all this?" asked Alexander

"Of what?" replied the newest Grand Duke

"The situation brewing. The Floaters are screaming for blood over the attack. So much that haven't seem to have made any investigation."

"It think they'd rather just blame the guerillas than actually investigate. They feel threatened by us "heavies" and would love to turn this last into propoganda and diplomatic ammunition. You know what they're like in private, xenophobic and oh so convinced of their own superiority."

"I don't know if I'd go that far. They sure have developed an us against them mentality. They talk a good game but they have a hard time accepting us as anything but barbarians."

"At the least. No wonder the lizards love 'em. They're so damned obessed with proving how godless and sinful they are to us backward, oppressive, religious wackos they didn't stop to realize we aren't any of them. Probably would have been happier if we greeted them with red hot irons than an olive branch. Perfect buddies for our homegrown aliens. Mark my words, they won't rest till they destroy us."

"Now, now, we're friendly now. Not that intend to trust any of them."

Both men downed the last of their vodka.

"I suppose we ought to get back to the party."

"I wonder if the honorable Grand Duke has ever spoken with a Floater in private," a lightly accented voice broke in from the door back to the party.

The two men turned around to see a middle-aged man wearing entirely anachronistic eyeglasses, and with a face and body language that could be described with two words--stony and heavy. It was someone that many of the party-goers disliked: Slavic Foreign Minister Fyodor Alexandrov.

"No, I have not had the pleasure," the Kokander said acidly, "and I do not expect that I ever shall."

"Then it is curious to ask which party is guilty of prejudice," Fyodor replied, then turned to the Emperor, "I must ask you, your excellency, why you chose to invite the former Grand Prince of Tsaritsyn to this party."

The emperor frowned, "The man is a personal friend of the Royal Family."

"Very well. I do not presume to tell you your own affairs, Emperor, but I suggest that you remove this man from the gala before he ingests any more alcohol than he has already imbibed," the minister inclined his head slightly, "Good evening, gentlemen."

Hood sneered at Alexandrov's retreating back and performed an excellent mimick of the Minister's accent and manner, "I must ask you, your excellency, why the Slavs chose to send the so-called 'Stone Arse' to this party." He reverted to normal speech, "The man is intolerable. He may have the characteristics of a good negotiator, but he makes it difficult to enjoy this gala."

We appreciate your offer of assistance, but current rescue operations are more then sufficient.

As for the source of the attacks, you are absolutly correct in suggesting that the Krytosian geurillas may be the cause of the strike. That is why a number of operations are taking place in which significant portions of our naval strength and intelligence power are being deployed to investigate all possibilities.

We still beleive the Kokand guerillas are the likeliest source of the attack, and will continue to hunt them vigorously, but we are discounting no possiblities. Krytosian seperatists would make sense, but are by no means the only source from which this attack could have come.

If the Floaters would deign to allow the OU a sample of the debris from the attack, we may be able to determine if the uranium used was from the OU shipment that was pirated.

"Good gods yes, man. He might be a good diplomat but he's so damn stiff. There's not enough alochol on the planet to loosen him up." chuckled the Emperor

"Lousy man to send to a party," Hood's face turned sour, "and what do you think he meant with his comment about the Floaters? As if years of slurs against normal humans for their audience and their usual harassment of both our citizens at customs isn't proof enough?"

"I don't know. One things for sure, Stone Arse was trying to tell us something."

Alexander set down yet another empty glass of vodka. He gave the newly minted Grand Duke a grin.

"You'll want to meet my father in law, Stephanos Augustos Alexander Naxius, Grand Prince of Tsaritsyn, before he gets too drunk. Don't let the title fool you, I've had historians working since my wedding and they still have no idea where Tsaritsyn is or what their Grand Prince is supposed to do."

We understand. If theres anything we can do let us know.

Obviously you would be wise to avoid discounting any possiblities so early in the investigation. It is our hope that you will take the Oceania Union up on it's offer as it would offer evidence that could lead to the perpetrators. It is the interest of all to see that justice is done.

{Deep Space - near the edge of the Essex System, Asgard Border}

The modified picket Mercury was finally towed into place. Her drives as yet untested. The models and small scale tests all said it should work, but models had been wrong before. If it worked the crew would create a revolution among the Asgard Navy, if not they'd be scraped off the bulkheads. This was the proving ground.

"Mercury, this is Hermes Control, we are on standby for the drive tests. Engage at your discretion."

"Hermes Control, this is Mercury. We will engage in ten."

With that the Mercury's nodes began powering up. As the wedge gained strength her crew sweated out their commander's countdown. The eyed their systems; every man wondering what thing could possibly go wrong.

"This is Mercury, we are under way."

Slowly the ship moved. She picked up speed, slowly at first. First 100Gs... then 200Gs... 300Gs... her drives opening up. Now 700Gs.... 800Gs.... 900Gs... 1000Gs. Finally she level off at 1086Gs.

"Hermes, 1086 gees sustained. Compensator in the green. We'll hold a little longer then back her off."

They're all over the place in monarchies, because they're wealthy enough to live the galactic-scale jetset lifestyle, but can't set foot in my systems without being arrested. I guess it was a little unclear, sorry.

Ambassador James B. Ochebe walked along the mountain path in Ordino, it was a small town in the mountains, chosen precicsley because the government had few buildings here besides ski lodges and a large conference room often given to blue ribbon comitees. The talks had stalled until the Floaters could get their delegation here, freecasting wasn't working, and fears of attack made the security team from the Army want everyone in a close by location so they could be guarded rather easilly from personal attacks.
The other problem in James's mind was wether or not to continue the ten year tradition of holding a galla at the crystal palace with all the other international leaders. Invitations had to be sent soon, however most of the astral allies that the nation understandably couldn't dance, and the prince himself could never dance. Oh well, that could wait until after the treaty was signed, and after J-Comm was organized.

Deep Space
Sector 88/9
Near the border of the former Kokand Empire

"Commander, Drones 12-35 and 12-36 have a solid read on the craft- 300 meters long, she's a Kokander model FS.96 Frigate. Drive readings match one of the survivors of the Four Hour war, this bird was over Terra during the fighting."

"That confirms it. We have those bastards! Have the "Majestic" and the "Olympic" drop into STL in front of her. Orders are to take her live- fire across her bow, and if she resists, blow our her shields and then cut off her engines. I want all Marines prepared for boarding action."

"If she runs, we'll drop out of hyper on top of her, and use the FTL inhibitors. Then we'll bring in the rest of the fleet. "

Two Strike Cruisers dropped out of hyperspace almost on top of the light craft.

"This is the URN Olympic to Kokander pirate warship. You are to lower your shields and prepare to be boarded."

"What the fuck is going on?" growled the captain.

"Floaters, two Strike Crusiers."

"All hands to battle stations!"

All over the ships her crew ran to their positions. They had been sent to patrol the borders of Kokand space, piracy was always a problem but they hadn't really expected this. They held back from actually firing but her weapons were as hot as ever.

"Floater vessels. Please explain your actions. This is an Asgard Navy vessel. What are you doing? We will not submit to board. Repeat: We are a vessel of the Asgard Imperial Navy!"

"Command, she is claiming to be an Asgard warship."

"Sensors, do you have a reading on their wedge?"

"No, sir, that vessel is definitly a Kokander craft. Her build and drive emissions match an FS.96 Frigate. Shield generators, Thrust-vectored ion engines... and her emissions match those of the "Wolfhound," with the secessionist forces."

"Any chance she could be one of the birds the Asgard repaired and redeployed?"

"Ah, maybe, sir- drive emission indentification isn't always perfect 100% accurate, but we have the Asgard patrol timetables in this sector, and this scout isn't on any of them."

"Put up the nearest Asgard base on the 'caster, ask them if they are putting any patrols in this area. Could be a clerical error or something."

Huh? We have no clue who stole the material, just that it's been stolen...
