It is agreed. We suggest that you take care to keep such recreational drugs from being smuggled in as we would consider that a serious breach of our agreement.
You may deal with Floater vessels landing on your planets and docking at your stations in any way you please. As long as you neither imprison nor kill any Floaters, we will not interfere in your actions. So, feel free to police your space and turn back or confiscate any drugs you find offensive.

Floater governments can not and will not forbid Floater trading vessels from going anywhere or doing anything, as long as it doesn't break the "Peace of the Void." Don't expect Floater warships to be running drug interdiction missions.
So long as the Kharam Republic would be willing to take up arms against their fellow floaters should they attack the Asgard, we have a deal.

We will be sending a mobile construction ships and an escort force of one battle cruiser and four heavy cruisers to begin installing the sheilds as soon as the treaty is ratified.
Your terms are acceptable. While no Floater would make war against another, this will not be a problem- The Great Cluster has agreed to a non-aggression pact with the Asgard Empire for the duration of your treaty with Kharam.

The Kelia Alliance would like to make a change to the draft:

the drafter did not consider refined vs. raw in the equation. We apologize, but would simply request raw materials. We are quite fine with refining the material, we simply do not have the raw resource.

Advanced tech: Understood. The advanced computers were being bought to be used in the major Kelian Research Labs.

Excellent, The Kokand Empire welcomes Asgard warships to the moon Sadar of the forth planet Bash the Kokand system, the moon Colmar of Epsilon in the system of the same name and to the moon Gieesen of Lusch the second planet of the Osalon system

As for WMD, the armament of many of a warships could be considered such, but we will remove our heavy anti surface earth penatraitor missiles from their launch tubes and disassemble the warheads. Though such missiles are not often carried. The same will be done for biochemical arms.

We reserve the right to imprison or kill any Floater violating our laws. We will follow due process and assure all legal protection are dually enforced for any accsused Floater.

So long as the agreement is honored those terms are accpetable to us.

We are perfectly willing to send either raw or refined materials. You requested materials not naturally existing and thus would be the product of refining. What specific materials would interest you?

We will consider it. Could we please arrange an inspection of said labs to determine their purpose?

We will remove all contact nuclear weapons from our ships and refrain from loading Ghost Rider multi-stage missles. Our ships carry neither chemical nor biological weapons so they are not a problem.

There are only three crimes for which the Floaters will allow their kind to be imprisoned or killed- Theft of Freedom to Live, Theft of Freedom to Do, and Theft of Freedom to Own. Rape, Kidnapping, and Murder all carry the death sentence. Theft carries a sentence of limited imprisonment. Any Floaters you find guilty of any of these crimes, you may deal with yourself, as your laws allow.

Murdering a Floater because he was selling drugs to your citizens, drugs they wanted, will not be tolerated. If youn insist on such punishments for those who commit victimless crimes, you will find Floater traders to be far less willing to do business of any sort in your sphere of influence.

Keep in mind that no Floater manufactured drugs are physically addicting. It is a crime against the "Freedom to Do" to manufacture, transport, or sell drugs which inflict chemical dependence- and Floater warships DO act to interdict such substances.

In deference to the value of Floater medicines we will make an exception. Any Floater that is found illegal selling drugs will be permanently barred from re-entering Asgard territory on pains of death.

Is that accpetable?

Absolutly. The Templar Navy will stand by your side as soon as you begin installation of the shield device, and trade with your people and corporations will increase greatly. A non-aggression pact between all Floater Republics and the Asgard Empire is now in effect.

It has been a pleasure doing business with you.

The database exists for ease of identification. The fee is quite small and need only be renewed once every fifteen years.

Lost Convoy vehicles exhibit unique engine/reactor signatures. Are NRE sensors incapable of recignizing this uniqueness without further details?

Likewise. The construction ships will be sent immediately. Basing arrangements will be made for the Floater naval vessels immediately.

The Lost will agree to such on the conditions of:

1. Lost vessels allowed full transit/systems usage in pursuit of criminals against the Convoy or Lifekind.
2. Lost vessels allowed unmolested access to planetary surfaces to assist relief/transport of refugees and displaced beings.
3. The full usage of cloaks and other sensor-dampening equipment to these ends.

Unit 8 is authorized to pay additional monetary amounts than standard fee for nonstandard authorizations.

The Kokand Empire intends to deploy two Shenandoah class armored cruisers and nine FS.96 frigates to each location. One Grand Gulf type battlestation will also be deployed to each base location along with several bulk cargo vessels and AOEs until a full base can be developed with its own supply and defence installations. At that point the deployment of more vessels will be possibul, though we may redeploy the battlestations. But in this new wider world, we feel we must keep much of our fleet free for patrol work and our own defence. Ships will of course keep coordinates for jumps into Asguard space at the ready should you fall under attack.

We hope this deployment is acceptabul in size and combat power to the Asguard

I should mention that biochemical munitions are not generally not carried, but they do exist in a weaponized form and might be aboard.

Granted, as long as advance notice is given.
2. Lost vessels allowed unmolested access to planetary surfaces to assist relief/transport of refugees and displaced beings.
Roman vessels will handle any evacuation from their own territories.
3. The full usage of cloaks and other sensor-dampening equipment to these ends.
Denied.

More than merely acceptable. We intend to deploy a trio of Crusaders to each location as well as basing several wings of gunboats at each planet. It is also our intention to build several battlestations and limited repair yeards.

We don't carry them shipboard though we have them.

That is good. From time to time of course our ships may be redeployed for major yard work or other important duties. But a significant presence will always remain.

That would be useful, its far better for faults to show up in practice then in combat. Perhaps a naval engagement and land battle in the Osalon system? Its worlds of Lusch, Gelidus and Neovestral are used heavily for training by our armed forces, and large ranges exist for exercises in the space around them.
