He is probably thinking of the FAT32 limit in XP, which means it can only make FAT32 partitions of up to 32GB. The NTFS filesystem right now has a practical limit of 2TB, and a theoretical limit of 4TB.

256TB is the theoretical limit but as Xon noted, there are some practical problems with that.
