No, but it can effectorize half of them and make them attack the other half.
C. They want that EDust! Gocha catch it all and that means thier motivated
To catch it they must first find it. Considering that it can take any shape, that won't be easy

Only to be effectorized and die fighting each other, with the victors being ordered to kill themsleves.

By being protected by Culture shields, of course. And even if they don't hold, the bomb will still be displaced far, far away.

Still have no explained how Nano-bots have shields at all or how they ALSO have room for FTL sensors because the EMP Pulse is is traveling at C

It's the Culture, they just do, accept it. We see an EDust take hits from a laser. If they were just normal nanobots, they would have been fried. That they weren't proves it was protected, and the most likely case is that it was covered with mirror fields.

They WERE configured to look like a flock of birds though so each swarm was the size of a gull or something at least, hardly miniscule for having field components and effectors. No single nanite or microbot has all this stuff hence why they work together.

The EDust assassin was a Culture terror weapon "to order and instruct at the highest level." Consider that antique Culture plasma rifles and pistols could reach kiloton level firepower and that a swarm of nanomissiles is also such a level...

Nanobots have shields because everything the Culture builds has shields. There is a quote from Look to Windward that shows that the EDust assasin has shields.
"Lasers flickered from cupolas high on two fo the seastacks, but the flock of birds had become a swarm of insects; the weapon light found few of them and those it did simply reflected it. Then the two towers began to fire at each otehr, and both expoloded in ballso of flame"

As for FTL sesnors, there is no wonder if you consider the fact that the Culture can build a drone that can slaughter any land army all by itself, and is the size of a human fist.

It was a Chelgrian laser. It will at least be somewhat comparable to Culture weaponry, which can easily reach kiloton-megaton levels. The EDust itself was carrying several low-kiloton AM warheads. Okay I choose, the following enough D-Cannons to cover every inch of circle starting from where I am standing and large enough so the Assain cannot jump out from the time they are fired to impact, and a Farseer to give the order for them to fire, when the Assain is caught in the middle of this malestrom he will find himself trapped in the warp... Maybe not destroyed but good enough. I leave happy as can be, the Frseer is kept on to warn me in case it should ever escape and I am forced to repeat the experiment....

1. Suddenly, all mehcnical devices in a 10 mile radius stop working when their power circuits have been disrupted.

2. The Farseer is effectorized and immpbilizes you until the assisn arrives (which would be in a second or so), and then kills himself.
