Still have no explained how Nano-bots have shields at all or how they ALSO have room for FTL sensors because the EMP Pulse is is traveling at CBy being protected by Culture shields, of course. And even if they don't hold, the bomb will still be displaced far, far away.
It's the Culture, they just do, accept it. We see an EDust take hits from a laser. If they were just normal nanobots, they would have been fried. They WERE configured to look like a flock of birds though so each swarm was the size of a gull or something at least, hardly miniscule for having field components and effectors. The EDust assassin was a Culture terror weapon "to order and instruct at the highest level." Nanobots have shields because everything the Culture builds has shields. It was a Chelgrian laser. It will at least be somewhat comparable to Culture weaponry, which can easily reach kiloton-megaton levels. The EDust itself was carrying several low-kiloton AM warheads.
