What if the ostensibly neutral factions and governments decided to encroach upon former Imperial territory post-Endor? Could any of the sides have decided to be more expansionist anytime between the Battle of Endor to the Bastion Accords?

Well, that's exactly what the Ssi-ruuvi attempted to do, and they were handily crushed by both the New Republic and the Chiss for their efforts. Then again, they were an extremely low-scale power, with only a relative handful of star systems to their name and religious and technological doctrine that prevented the prosecution of a serious offensive war, especially against a fully militarized adversary.

I suppose that the CSA or the Hapan Consortium could have been more expansionistic, but they would have run the risk of antagonizing the Imperial warlords or the growing New Republic by doing so. Even the Chiss would have had the nascent Empire of the Hand to worry about. If some of these factions did decide to become more expansionistic, it would have undoubtedly deepened the chaos of the transitional period between the Empire and the NR, but I doubt that they could have drastically affected the course of galactic events.

Then there's the Zann Consortium, but it seemed mainly interested in using its armed forces for paid "protection" of neutral worlds and pirate raids.

And is doubtful that the Empire didn't pursued and killed him, after that 'joke' with the Eclipse...
