Except that's what you say Palpatine should want, not what he actually did. He wanted the most powerful apprentice possible, to bolster and augment his own power, and ability. Its from his megalomaniacal malignant narcissism, he simply must possess, dominate, control, and eventually obliterate as distinct from himself all sources of power external to him. He found dominating and subverting Anakin integral to his greater plan to dominate and subvert the galaxy. And that was before he achieved a method for practical immortality, and developed a practical solution to apotheosis. And afterward, he still felt it necessary such that turning Luke into a new Sith Apprentice was an inseparable part of his Shadow Hand Strategy.
