So the design might not be lost, but the components are, they went down with the Prototype death star and tol Sivron's scientists, and when Qwi Xux had her memory wiped.
Qwi Xux was able to recreate the Quantum Crystaline armor already.

Why doesn't she just put on a friendy face ad give the Feds a bunch of BS about the Empire, promise tech, and open trade? That would get the Federation to listen. She could even hint at teaching them about the Force, prehaps by using it on them. She could just put in some mental commands and warp thier minds into bowing down before the Empire without even threatening them. Then when the time comes, they give them second class tech and they become a satillite nation because of the way they have been treated.
