FUEL PRODUCTION:
Power on Canissia is supplied by nuclear power, with limited wind, solar, geothermal and wave-motion where possible.
Fuel for vehicles is provided by algae-vat grown biodiesel with as limited infusion of petroleum products as possible.

FUEL PHILOSOPHY:
Canissia tries to limit petroleum product usage as much as possible, and tries to use plant-fiber "plastics" where possible. Home Heating will use geothermal, solar, and natural gas where applicable. The public power grid will draw from wind, solar, and wave-motion devices, as well as a nuclear power grid that blankets the island.

PUBLIC TRANSIT:
Public Transit is partially subsidized, and partially funded through riders. High-speed bullet trains, Maglev style, connect most cities. Within cities, a combination of light rail/subways, natural gas and electric taxis (with overnight plug-in stations) are the norm. Personal vehicles are authorized but fuel-responsible versions are primarily encouraged, with diesel-electric plug-in hybrids being the norm. Motorcycles and scooters are highly recommended as well. Air travel by fixed-wing aircraft is available, but expensive. Travel by airship, on the othe rhand, is cheap-- and with a nation about the size of Spain, practical. Airships are enhanced with solar panels on top to help with 'hotel load' (ie, personal electronics, etc). A typical Royal Canissian Skyliner.

FOOD PHILOSOPHY:
Canissia tries to grow as much of its own food as possible, however, the extreme amount of rangeland needed for beef production makes beef a rare, expensive luxury item. Most meat is provided by lamb and poultry. In deference to Baron-Lord Coyotus's personal religious practices, pork production is not had on Canissia, however, it may be imported from elsewhere. Healthy eating with food grown as organically as possible within reason is encouraged, and the use of corn syrup is strictly prohibited.

EDUCATION:
Kindergarten programs are encouraged but not mandatory; however, government-sponsored daycare programs have Kindergarten curriculums as part of their mandate. Emphasis is placed on problem-solving, encouraging the application of dynamic thinking and critical analysis. While science, math, and engineering education in Canissia is considered first-rate, programs for the arts and humanities (especially languages) are also emphasised. School from 1st through 12th grade is mandatory and taxpayer-funded. College/VoTec and Uniersity study is subsidized.

SOCIALIZATION:
All Canissian citizens are required to perform some sort of National Service. The military is encouraged but not mandatory, and National Service can be fulfilled in other ways as well, such as hospital, sanitation, or agricultural work.

SPORTS:
Sports are encouraged for physical fitness and team-building in schools. Sports teams on Canissia are semi-professionals who largely volunteer their time. A cap is placed on the amont of money a sports star can make from endorsements, so stars cannot become 'owned' by any one company.

HEALTH CARE:
Health Care is nationalized. Business get tax breaks for contributing extra to the health care system, or for contributing machinery wehere applicable or sponsoring expensive research. A cap is placed on medical malpractice claims.

DRUG POLICY:
The consumption of 'natural' drugs (ie, marijuana, mushrooms) is legal so long as one does not drive or operate machinery, similar to penalties for drinking alcohol. Non-natural or 'refined' drugs are considered a public health hazard and prosecuted by penalty of law. Drug offenders, however, go to special 'drug prisons' rather than normal prisons where they are detoxed and used for work on government projects such as making liscenc eplates, uniforms, hospital bedding, etc.

PRISON SYSTEM:
Incareration for crimes is done on a 'sliding scale' of severity relevant to the nature of the crime. Time can be 'modified' depending on if (and how) a weapon was used in the comission of a crime. Criminals are lumped together by crime type and kept largely confined to two to a cell wherever possible. Labor for government projects is provided, offering a chance for training in useful endeavors when released.

The death penalty exists, but is used very sparingly, and only for the most heinous of crimes. For most violent or high-risk offenders, life in prison is preferred.

ARMED FORCES OF THE PEOPLE'S REPUBLIC OF CANISSIA:

Canissian military philosophy is primarily defensive, with power-projection emphasis placed on quick, highly mobile intervention as needed. Canissia prefers not to engage in long, protracted wars or extended peacekeeper ops unless joining larger multi-national coalitions with agreed-upon goals. Canissian personnel deployed to combat theaters are expected to adhere to the rules of war and conduct, however, if fired upon, they are authorized to fire back.

Military: 400,000 personnel
In the Military Vehicles categories, military vehicles listed will be given by a class-- ie, "tanks" or "self-propelled gun". These will be followed by a link to a comperable vehicle. These vehicles are Wikipedia references and are not from the same country or even the same era. The vehicle linked to is not the exact vehicle being used by the Canissian armed forces, but rather a vehicle that inspires or resembles the PRC vehicle.

ALL government fleet vehicles in use in the People's Republic of Canissia are plug-in biodiesel-electric hybrids. Tracked vehicles all use rubberized "stretchy" tracks instead of the usual metal rod-and-pin style tracks. These modifications are to provide better fuel economy as well as limited stealth.

The Air Force uses the same basic equipment as the Army, with regards to trucks, jeeps, etc. Air Force security police use a variation of the M-1117 Armored Car for base security & Patrol. Air Force persinnek are issued the Colt .45 sidearm, except for Security Police and other field-deployed troops, who get the UMP-45 submachine gun.

THE DEFENSE OF CANISSIAN AIRSPACE: Strategic Air Defense Corps
The Strategic Air Defense Corps is a branch of the Royal Air Force tasked with defending Canissian airspace from air attack, be it by bomb, missile, aircraft, airship, drone or other means. The defense network centers on the following:
THEL-- Tactical High Energy Laser emplacements, in clusters of 3 apiece, no less than 500 meters apart.
Patriot SAM-- Anti-aircraft missile batteries that serve as back-up interceptors. 2 SAM launchers per THEL turret.
CIWS-- Close-In Weapons System-- a last-ditch defensive measure to defend the emplacements themselves. 2 CIWS per THEL.
Altogether, each Integrated Defense Battery ("IDB") has 3 THEL, 6 SAM and 6 CIWS.
Defenses can be augmented by Army AAA-vehicles with Stinger type missiles and TROPHY anti-RPG systems.
Compounds are heavily guarded by Air Force security personnel, and assisted by RCBG police as well. In emergencies, these facilities can be bolstered by Army and/or Militia.

NAVY:
The Canissian navy is primarily concerned with regional power projection and home-littoral defense. To these ends, the Navy relies on smaller, faster ships that pack more punch and are willing to sacrifice operating range to this end. The Navy has short-deck carriers rather than larger CVNs, however, Canissian Cruisers and larger ships are nuclear powered. There are also Navy SEALs for special ops: 60 SEALS in total.

While the Canissian Navy has only recently laid th ehulls for Carriers, most Marine and Navy Aviation is based at shared Air Force facilities for now, and concentrates on coastal patrol.

The RCBG is a seperate, para-military service that combines the duties of the Coast Guard, Border Patrol, and Immigration & Customs Enforcement duties. They also perform search-and-rescue (SAR) services and disaster relief. They are lightly armed, compared to typical military branches, but more armed than police branches. They have powers of arrest and frequently perform drug & smuggler interdiction operations as well.

ROYAL CANISSIAN TERRITORIAL MILITIAS:
The Militia System is used in Canissia; it is an 'opt-out' system (meaning that all citizens are considered to be in th eMilitia unless they specifically opt out). Active Militia participation means you are on a local unit call list and available for drills, disaster relief, and other civil emergencies. Milita members can assist civilian law enforcement if needed, but do not have arrest powers. In order to own a firearm, one must be an Active member of the Militia, which means at minimum two drills a year for firearms practice. Militia service is unpaid, but while on drill status you may ride public transportation for free and get 20% for meals at restaurants.

Militias: Track Pattern is recommended. Militias are not allowed to use the same camo as used by regular forces.

Milita weapons: members of the militia purchase and maintaiun their own weapons and ammunition. Weapons can be anything up to civilian versions of military weapons; ie, fully-automatic weapons are not allowed except by special government permit.

Headquarters, Shinra Republic Army serves as the principal administrative unit of the Army. In addition to its administrative functions, HQSRA is also responsible for various logistical and support activites, such as acquisition of new equipment as well as basic and continuing training for all Soldiers. Each Corps commander and Commander, Special Operations Command report to the Chief of Staff.

I Corps is the main active-duty strength of the Army.

II Corps is a principally reserve force, normally used to supplement I Corps units if needed. However, it can be deployed as a stand-alone force in times of national emergency.

III Airborne Corps is an active duty formation. The Air Assault Division serves as both traditionally Airborne (parachute insertation) and Air Assault (helicopter transported) light infantry. The Ranger Regiment is composed of rapidly-deployable light infantry forces with specialized skills that enable them to perform a variety of conventional and special operations missions – airborne, air assault, and direct action operations, raids, infiltration and exfiltration by air, land, sea, airfield seizure, recovery of personnel and special equipment, and support of general purpose forces (GPF), among other uses. Each Ranger battalion is expected to deploy anywhere in the world within 18 hours' notice.

Special Operations Command is the parent unit of Special Forces and the Special Operations Aviation Regiment (shared between Special Forces and the Ranger Regiment as needed).

The Air Defense Artillery Division provides anti-aircraft and missile defense, as well as limited ballistic-missile defense for each of the seven Military Districts. The ADA Division falls administratively under HQSRA.

Government:
The government has the Huang Di at it's head. He's an absolute monarch. The only restrictions are those that he places upon himself. He's advised by a group of elected people known as Parliament. They are a self-organized group, which has no real power, but can give recommendations to the Emperor. He is the titular head of the armed forces, but has no military rank. The Huang Di appoints governors for the various provinces, which are given a significant amount of authority.

Income for the government comes from two sources. The first is the crown lands, which are properties owned by the Emperor, and provides income to support the Imperial household. The rest of the income is from taxes, of which the principle component is business income taxes. There are no personal income taxes. The actual amount of tax burden is low, but a significant portion is dedicated to defense spending.

The imperial household is contained with in the imperial complex in the Forbidden City (which, despite the name, isn't really forbidden). It consists of the entirely female house staff, and the largely male Emperor's Own Battalion, which has the royal transports and the bodyguards.

The royal transports are a pair of VC-25s, along with VH-53Ks, plus various limos. It is rumored that he uses the members of the house staff as concubines.

A pervasive fiberoptic network provides communications to the entirety of the Tian Xia state. high speed wireless network allows mobile connectivity at higher rates than possible with space based system, while easily allowing the avoidance of oversubscription, and making it simple to upgrade the network. These services are provided through heavily regulated companies. The fiberoptic network is a monopoly, but wireless has multiple competting companies.Transport is generally through the extensive rail network, which includes rail tunnels/bridges between the islands. There are actually two rail networks, which are separated at most points.

The freight network is built to different standards than the passenger network, due to the requirement for significantly higher speeds on the passenger network, but the freight network must handle much higher loads. Additionally, there is a significant road network, but it's generally for short distance transport of freight, as well as passenger use.

Byzantium

In this alternate history, Byzantium survives in albeit different form.

Government: The Government is that of a constitutional monarchy, with the Emperor of Byzantium being the head of not only of state, and the commander in chief, and also exercises duties in the Orthodox church. The Ecumenical Patriarch is head of the Orthodox Church and is the Emperor’s spiritual advisor. The Emperor however believes in free spirited worship and will not impose his will on the people, and he will also hold back with a tight leash any of the religious radicals. He is a firm believer of Science and its most steadfast patron. The Emperor has a court of advisors appointed by parliament. Parliament is elected by the people and controls domestic policy. Military and foreign policy remain the purview of the Emperor, as it has always has been. Typically both Emperor and Parliament try to maintain a cordial relationship and are heavily involved in discussions of the state although, as always, disagreements will inevitably occur. The Judiciary is independent and its independence enshrined in the Constitution.

Population: 15 million First World country.
Land Area: 250, 000 sq km

Economy: A GDP of USD$375 billion a year, Byzantium believes in a balanced economy and as such, focuses on a wide range of high tech products, such as electronics, computer software, nuclear technology, biotechnology, medicine, and also specializes in a wide range of services, such as finance, law, transportation, banking. It also has some heavy industry that produces its own brand of cars, ships and airplanes. It is open to collaboration with other nations should they wish to collaborate. The shipping industry is largely geared towards supporting its trade fleet and military with 5 main shipyards, which located at Constantinople, Thessalonika, Athens, Trepizond and Antioch. The ones at Constantinople, Thessalonika and Athens are classified as megashipyards capable of producing tens of ships a year when necessary.

There is some measure of a weapons industry geared towards the support of the military. This is in line with Byzantium policy of being balanced an self-sufficient.

Budget: A tax system that is progressive, Byzantium offers many tax incentives to businesses, especially small and medium businesses to spur innovation and trade. It also aims to provide the low and medium income as much support as possible, and offer university education fees which vary according to income and family size. In FY2012, Taxes are capped at 40% and an army of tax collectors and auditors make sure the rich pay their dues without condition.

Budget in general FY2012 is 40% of the GDP. 20% of the annual budget is directed to R&D. A fairly high percentage, but one that is within the goals of the Byzantium government which believes that Science will ensure the continued progress of the Byzantium nation and benefits all sectors. 15% goes to military (Note: the R&D budget includes military research), 20% Education, 25% health, 20% to support infrastructure and the economy-related services, 20% for miscellaneous items, which include payouts to support the poor etc.

Education: 15 universities across the nation all state supported. It is law for students to finish high school. Students are supported by the state if so required.

R&D: Research and Development at universities is heavily supported by the state. The state has many ambitious projects conducting research on various fields including nuclear fusion and space exploration in numerous research institutes and is open to collaboration, so long as Byzantium gets all the available information derived from the research. Byzantium is keen to set up a TeV range particle accelerator but would like collaboration with partners for such a huge and grandiose project which would surely benefit from input from various sources.

Energy: Byzantium believes in renewable resources, and continues to research renewable fuels and greater fuel efficiency, but recognizes that long term policy must somehow deal with the exploration of oil and as such directs resources to secure oil within its own borders and also from friendly sources. The Energy Dept is also in charge of general natural resource procurement and manages state enterprises that are involved in mining and extraction of all natural resources.

Foreign Policy: Byzantium has left OMSK and is now in MESS.

Military: Byzantium’s military is centered around its navy and airforce. 50% of the budget is pegged for R&D, fuel and other amenities to support the military. The remainder for upkeep and procurement. The navy consists of one carrier battlegroup and the remainder are varying number of escorts that patrol its coasts. The airforce performs a similar function as well. Its army is split between the Imperial Marine Kataphrateoi Corps (IMK) and the Imperial Tagma (IT). The IMK are the heavy assault units consisting of two heavy tank corps with supporting artillery, army air units, and airlift and sealift infrastructure. The IT consists of army engineers and infantry units designed to hold territory while the IMK pursue military objectives. The IT consists of 2 mechanised infantry brigades with some tanks in between for fire support. The IT is the shield of the empire, while the IMK is the sword of the empire. At best, the formation structure follows the Soviet Motor Rifle Divisions and the Soviet Tank Divisions in structure. An Airborne unit has begun training ever since the receipt of Red Technocracy transports.

The Empire practices conscription, with 8 Thematic divisions guarding the 8 themes (The Byzantine Empire is organised along 8 themes (state). Each theme is governed by the 8 core cities.). These divisions are similar in size to the Tagmata but typically operate at less than half strength owing to the reluctance of the government to put the economy on standby mode.

Imperial Thematic Armies

A total of 6 of them. Their duties include manning the system of fortifications consisting of hidden SM-1/2 missiles, S-300 and Buk-1-M1 missiles. Troops are issued with Igla missiles and anti-tank missiles such as Javelin, RPG-29 and others. Land based Harpoon batteries were also installed in camouflaged positions. Radar was also installed in many locations, along with multiple broadband ECM and ECCM. Soon new Yahkhont missile battalions will be added to this extensive defensive array, along with a number of RAM/CIWS systems for point blank missile defence.

It is also believed that the military is experimenting with laser defences which may be deployed soon. Recent tests somewhere in Anatolia have achieved a fair degree of success. It is believed that the intended system is so similar to the Cannissian THEL that the military might just buy off the shelf. However, the military is more inclined to let the system mature a bit more and yield maybe more power output than the Cannissian THEL, especially if the enemy starts deploying missiles which have laser countermeasures like reflective coatings. Continued work on solid state lasers continues with the aim of achieving more than 100 KW of power.

In the future, it is believed that many of these defences will be automated, and that process has begun with the city defences, with the eastern coast coming next and the Western coast last.

The Shipyard has expanded its shipyard capacity to something on par with S. Korea since its inception. The Ministry of Trade injected up to 7 billion per year from its funds to expand the shipyard. There are two aircraft carrier drydocks at Thessalonika and Constantinople. The main core shipyards are at Athens, Thessalonika and Constantinople, Trepizond and Antioch. Of which, the first 3 are the largest in size. Major trading ports are at Athens, Constantinople, and Antioch.

Government: A Managerial government, with the Head Craftsman having supreme Veto power over all, but the main aspects of Governing are left to the 12 heads (The people I would have brought with me), as well as local issues left up to the lower house, the Defensorate.

Drug Export Policy: As the exportation of drugs is a controversial issue in many places, 3R will not export its substances of a more... controversial nature, unless it receives a full treaty. Any Individual who does so is punishable by imprisonment. This is one of 3R's greatest crimes, as his Craftsmanship does not intend to be like Columbia was on proper Earth.

As one of the basis of the economic paradigms of His Tourmanship's, 3R promotes tourism to all of its plantations, factories, and forests. Friendly tour guides will take you to the exotic jungles and wild climates, all the while explain the secrets of working with the native life forms of the forest. All for a set fee. Government and Society:
Indhopal’s government is intrinsically tied to its main industry; security contracting. Indhopal is the world leader in this industry, bringing in some 4 billion in contracts every year. It should be noted that the contracting is not done directly through the state, but through ProTec, a private corporation that is in partnership with the government. It should be noted that the President of the state and the President of ProTec is the same man; Raj Ahten. Most of its profits go towards direct investment in education and other services. The parliament has the authority to deny ProTec contracts. However, this is likely only to happen if taking a contract would directly endanger the well being of the nation.
Pro Tec employs some 50,000 security contractors who work all over the world. Another 5,000 employee’s work in the corporate headquarters in Landfall. All contractors are citizens of Indhopal and held to full account in the nation’s courts for actions taken while on assignment. The company mainly employs people born in country, but they have wooed many retired military personnel from other nations with the promises of dual citizenship, good pay, free land, and a populace that greatly appreciates the work they do.
In addition to it’s personnel, ProTec operates a fleet of aircraft, including two dozen heavy lift cargo planes, a squadron of Embraer EMB 314 Super Tucano’s, and helicoptors of all shapes and sizes (their air force is in fact much larger than Indhopal’s). The company also maintains a couple of freighters and other sea craft for strategic sea lift and maratime patrol contracts. Their vehicle fleet was recently augmented with purchases at a discount of a variety of LAV's helicopters and heavy lift aircraft from Shepnukistan prior to its Civil War.
Most of the population is farmers or fishermen, barely eking out a living. They greatly support the government’s move towards creating ProTec, as it has directly led to increases in the standard of living for the average Indhopalan. The company has its pick of recruits, as many young men wish to join up.

Geography:
Indhopal has a variety of terrain types from tidal swamp on the east coast, to mountains on the west, and forests and farmlands in the middle. ProTec uses this variety to train its men, as well as offering training course for clients on the island. The Island itself is located just South of the Shinra Republic.

Military:
Indhopal’s military is small but highly competent, having made good use of ProTec's foreign veterans to train its force. It consists of a single Battalion of light Infantry and two battalions of reserve troops. 3 infantry companies, a heavy weapons company that includes several tubes of artillery, and a headquarters company make up each unit. The nation also has a squadron of 12 Super Tucano’s for patrol and ground support duties and 6 F-18's have also recently been ordered. A squadron of helicopters including six Blackhawks and six Gazelle gun ships round out the air arm. A small flotilla of gunboats secures the shoreline, which also includes 2 larger vessels. A type 212 submarine is on order, along with a frigate from Byzantium. Indhopal has also recently invested in an extensive air defence network and a system of fortifications with the goal of making any invasion and occupation too costly to consider for another nation.

History and Summary
Enderistan is often regarded as the quiet one of the M.E.S.S. Though the country is more powerful then many in the world, its lack of direct diplomatic involvement and isolationist nature mean that it is not widely regarded as a “player” on the world's stage. This does not mean it should be readily discarded however.

Enderistan is a rough and mountainous isle, home to the largest mountain range on the planet and the world tallest peak, Mt. Stewart. The open valleys of this harsh terrain were rapidly filled early in the countries history, leading to a population issue. A highly skilled corps of engineers sprang up across the country who tried to solve the problem by going underground to reach other valleys. As engineers cut through he rock to meet the demands for space, the expansion fronts of the various city-states collided. Fortunately hostilities were rare and diplomatic and trading missions discovered that the near isolation had resulted in hundreds of different cultural traditions springing up but all based around the same principles. Realizing that the island didn't offer enough open spaces, the leaders came and agreed not not work against each other for their own gain. Instead they looked outward to other countries across the sea for targets they could work against. The outlook was grim.

A quick look at the opposition revealed a near exclusive focus on the military aspect and ambitious long range technological projects. Disproportionate demands on capital and a lack of preexisting infrastructure along with an international currency meant that these states were unable to manipulate their currency to keep interest rates low, yet still ran government deficits high to fund these projects. Armament demands and the swell in scientific and military spending consumed these large budget deficits. The demand for labor resulted in low unemployment, but there was a dark side to this. In preparing for war these countries sought to become as self sufficient as possible. The resulting loss of imports caused prices to skyrocket, demanding price controls. To help control these prices, pay for their military-industrial spending, and encourage industrial independence, the states raised tariffs on imports, particularly on those outside their military alliances and economic bloc. This made it more difficult for them to sell their own goods overseas. Without any source of revenue from foreign exchange with which to repay their loans, they began to default. This heavy state intervention had weakened their economies as employment rose but wages dropped. Eventually many countries (such as The Kingdom of Blackadder) began suffering serious financial crises and could not afford to buy goods in foreign markets. This international debt structure that had emerged in preparation for war resulted in the massive destabilization of the economies of the Omsk Pact and Alliance of Advanced Nuclear Research and Space. These countries were in equally precarious positions, but they were better geared for war. Conquest was not an option.

The nations of Enderistan chose a different road. They shifted from a tight alliance to based off necessity to a unified body based off economic ties and shared culture and geography. Joining the MESS and adopting the name of Enderistan, they started their steady climb towards becoming the economic powerhouse of the planet. Adopting a common currency with the rest of the MESS (commonly known as the ROB) they swiftly established a central bank to oversee a common economic policy. The stability and growth pact dedicated itself to a market orientated economy with rapid growth of the private sector. Like the militant states they also ran a large budget deficit, but used it to fund public works. The individual engineering groups coalesced to become the internationally famous Enderistan Engineer Corps. The EEC was responsible for most of these works, such as the famed underground cities of Enderistan. Realizing that they needed the valleys for food production, the Enderistan Diet began the audacious project of moving the cities into the mountains themselves. While subterranean dwelling may seem unpleasant to some, those who experience it say it compares favorably to most metropolises and visiting astronauts remark on hos similar it is to dwelling in space colonies. Ever mindful of the hostility in other countries and the power of orbital attacks or nuclear bombardment, the Diet stipulated the cities be designed to withstand the estimated capacity of most states and more. Centuries and dozens of large magnitude earthquakes later, there has never been a cave in, testifying to the prowess of the EEC. The EEC was also responsible for connecting the city-states with bridges, underground tunnels, information networks, and high velocity train projects. This tight interconnection, combined with our commitment to free trade and open internal border stance, rapidly facilitated the movement of capital, creating a robust and fast growing economy that let us rapidly pay down these debts. As a result, the ROB is the trading currency for a number of countries who are attempting to follow suit and has several currencies pegged to it.

Internal trade is insufficient to keep any country supported for long, which is why Enderistan is committed to globalization and foreign investment. Using our combined sovereign wealth fund, the MESS has invested heavily in the states of the Alliance of Advanced Nuclear Research and Space and with the Technoutopian Confederation of Dr. Starglider. These countries receive the wealth needed to conduct their research and engineering, with an exclusive manufacturing contract with Enderistan. Most of these states then opt to buy the resulting technology from us, allowing them to provide security for their populace without diverting their resources from research to production.

This is not to say that Enderistan is not dedicated to its own research and development. High educational standards were part of the stability and growth pact the individual countries agreed to when they joined, and an army of highly paid teachers have resulted in Enderistan children consistently ranking in the top five in math, science, and English. Home to over 8,000 universities spread across the isle, the MESS is traditionally a mecca for youths who have inquiring minds, but are more interested in engineering, business, law, and medicine then theoretical physics, cosmology, artificial intelligence, or military history. But the 2008 budget passed by the Enderistan Diet approved over 540 million ROBs for research grants at the behest of the Enderistan science council, providing a bright future for scientists across our great union.

A common criticism of Enderistan is that our economic policies result in oppression of smaller states. They point to the fact that the member states aggressively pursue Foreign Direct Investment, purchasing mines, farms, factories, shipyards and ports in poorer neighbors. They then use their ownership to shift production of lower tier goods to these countries and use their control of commercial access to give Enderistan and MESS shipping favored status. Because their native industries are not producing necessities, they must then import completed products from overseas (typically from Enderistan). Critics charge that as a result, these nations are being stripped of their resources only to buy them back at higher prices. The resulting economic dependence has resulted in them becoming defacto client states to the Enderistan economic empire, with many applying to join Enderistan. If allowed to do so, the economic empire could become an empire in practice as well.

Enderistan has seen formidable economic growth, with its 250 billion ROB (7.5 trillion dollars) GDP increasing by 8% annually. It now accounts for nearly 40% of the worlds total economic output. This growth comes at a price however. Enderistan was the worlds leading consumer of oil, though it's consumption is dropping as the country steadily wean off it and other fossil fuels. The Enderistan Diet passed the Fuck Smog Act several years ago, stipulating the use of a decentralized “green grid” for valley use and nuclear energy for subterranean zones by 2015. The recent discovery of a massive uranium vein may expedite this conversion as Enderistan no longer must purchase the restricted material overseas to power its nuclear ambitions. By the deadline of the treaty it is hoped that most of the oil burned will be by its massive shipping fleet. This conversion has not been smooth though. Improper electrical wiring precludes ready adaption to solar power in some cases. This can be a great inconvenience, such as when last winters rolling blackouts in Otis Valley. Heavy snowfall covered the solar panels used to power the heat lamps for the gardens in production greenhouses. The territory has since constructed a massive spaceport on the nearby Truman plateau. Using technology developed by the AANRS with Enderistan, we hope to deploy the worlds first Asimov array next year. President Ender insisted that allegations that the solar array is a cover story for an antimatter production facility are false and he leaned against a crate labeled “Penning Traps”.

Most of the worlds shipping comes from the coastal city of Nofuck in Enderistan. Noted shipwrights there build everything from small personal yachts to supertankers. Production is sufficiently high to trouble foreign military intelligence agents, who point to the fact that the shipyards could produce sufficient tonnage to completely replace the navy of every member of the MESS in 18 months if it were given over totally to wartime production. The Diet of Enderistan hotly denies charges of hidden submarine bases and construction depots.

This brings to the hot topic of military organization within the MESS. Being founded with and initial goal of foreign conquest, one would think that a stable and decisive military would be the cornerstone of Enderistan. Instead the idea is fiercely contested on the basis of Client-state Rights vs Federal Rights. The decisive economic advantage Enderistan holds over its immediate neighbors (such as the New Gottland) places military action on the back burner, and being part of the MESS alliance places such needs further in doubt. No firm chain of command has had to result from an actual military conflict at this time. A general structure does however exist. Enderistan military operations are directed by the Executor of the Enderistan Military Command. The Executor serves as the Supreme Allied Commander of the Enderistan Armed Forces (SACEAF), who overseas the Enderistan Peacekeeping Command (EPC, responsible for international aid, occupation, reconstruction, security, and peacekeeping operations) and the Enderistan Military Operations Command (EMOC, responsible for overseeing any direct military operations Enderistan may take).

After graduating High school, all youth must spend 18 months in national service to earn their role as adults. They have the choice between the Enderistan Labor Force (responsible for maintaining the integrity of the underground cities and their infrastructure), Enderistan Social Works (acting as EMTs, neighborhood watch, or auxiliary fire brigades), the Enderistan Peacekeeping Command, or a voluntary enlistment for a full term in the EMOC. EMOC is popular, but its position as the military of the country and high entry requirements dissuade many from joining. Nonetheless, it is comparable to most other first world nations in combat capability (see OOB below). EPC is the most commonly selected service branch, being seen as more a kind of foreign aid. The high turnover rate of the EPC means that constant training is required. Most EPC deployments are to this end, and it is uncommon to see EPC forces not out on a training rotation, constructing schools or supervising elections in thrid world countries. The other part of the EPC is logistical coordination to ensure that the EPC and EMOC forces can fight effectively together in necessary. The post of Tribune Logistica of the EPC is widely regarded to be the worst job in the government. The tribune is responsible for coordinating orders for supplies for all the forces of all EPC brigades and tracking their constantly changing disposition of forces and ensuring there is an adequate stockpile of all supplies in the event of sufficient hostilities to warrant their drafting. This requires extreme diplomatic and organizational skills, while at the same time being so demanding it simply grinds officers down to nothing. The current tribune is so busy he has not been seen for months. In contrast, jobs with EMOC are regarded as “cake” as Enderistan is yet to fight a war and steadfastly avoids doing so. Enemies would be wise not to mistake a dislike for violence with a failure to be extremely good at it however. When diplomats from the FUNGAL AXIS inquired about reports that the MESS had established a massive ABM system capable of neutralizing even orbital kinetic impactors, Executor Bunji replied “Try it and find out.” This has yet to come to pass, because in addition to being part of the MESS, a cursory look at the trade balances, stock ownership, and investment portfolios reveal Enderistan could hamstring most countries without firing a shot.

Despite it's considerable military and economic muscle, Enderistan goes to great lengths to maintain good relations with other large nations. As a seated member of the MESS has negotiated repeated offers to World Senate members about a possible alliance with the MESS, though no response has been given at this time. The sole exception to this is the Kingdom of Blackadder. The city-states of Enderistan have a wide number of local traditions resulting in no national consensus on a holiday with one exception, though divided on many cultural issues are united in their hatred of the “traitors next door”. This has led to the formal declaration of the only federal Enderistan holiday, Traitor's Day. Every year on Traitor's Day people build an effigy of Mr Bean out of straw and dress him in a replica of the betrayer's former uniform. Copies of the Declaration of Succession that Mr Bean filed are then put in the pockets. At this point all the children of the village come out, light it on fire and whack it with sticks. A good time is had by all.

I Corps is the main active-duty strength of the Army.

II Corps is a principally reserve force, normally used to supplement I Corps units if needed. However, it can be deployed as a stand-alone force in times of national emergency.

III Airborne Corps is an active duty formation. The Air Assault Division serves as both traditionally Airborne (parachute insertation) and Air Assault (helicopter transported) light infantry. The Ranger Regiment is organized and fulfills much the same role as the First Earth United States Army Rangers.

Special Operations Command is the parent unit of Special Forces and the Special Operations Aviation Regiment (shared between Special Forces and the Ranger Regiment as needed).

The Air Defense Artillery Division provides anti-aircraft and missile defense, as well as limited ballistic-missile defense for each of the seven Military Districts. The ADA Division falls administratively under EMOC.

History and summary:

Coilerburg is a small newcomer to the world. It is ruled by President-For-Life C. O. Iler, a strangely young man of several disturbing tendencies and a desire to make his nation bigger and stronger. Of particular interest to PFL Iler is his nation's navy, which at present consists only of several small patrol craft-a situation which the ruler hopes to change. The nation has yet to join any particular bloc, although analysts believe that the situation will soon change.

Physically, Coilerburg mainly consists of attractive, gently hilly terrain, with the exception of a series of high cliffs along roughly half of the nation's western edge. In geographic shape, the nation resembles the US state of Vermont. It is mainly agricultural, although the nation also contains large deposits of copper, its only substantial mineral export.

Senate of the Bear Republic

While the senate was formed, mainly because the loose assortment of land owners were faced with a need for a central governemtn rather then anarch. "Pathfinders" (those hirded to find new places fi tge BR to expand too, along with other ships, enabled the BR to pull it's seldf continued survival. Simply speaking as a true democracy, The large land owners were finding the smaller ones were banding together and out numbering them on votes, and those with out land had found more violent ways of getting their voices heard. While a common police force would be efective, land owner "A" could not send his goons through the territory of land owner "B" without causing a despute or paying large sums in tresspass penalties.

As a result of these conflicts the Senate was originally formed out of the need for basic mutual protection, law enforcement and dispute resolving. It was as currupt an institution as could be expected. It was not 20 years later, before a chrismatic individual was able to force the senate to recognize him as "Emporer", Norton was so popular with the regular voters, that though crazy, the voters actually wrote it into law against the senate's wishes that the "Emporer" was to be considered a "Represenitive of Devine Providence on Earth" or essentially a god.

due to curruption and voter restrictions (namely that any economic issue (the annual budget or Tax collection) requires a 2/3s majority to pass, technically it could pass on a simple majority, but then the Emporer and the voters would have the right to interfer with it. As a result, the budget is full of special dispensations to various niche senators in order to secure the 2/3s of the vote nessesarry to get things done.

The main power blocks within the senate:
Traditionalists: aka Robber Barons who own all the land, vote for us or your out on the street. 35%
Industrialists: those that supply the jobs for the BRs citizens, or at least those jobs not related to farming. 25% (Always at rivalry with the Traditionalists)
Religious Niche Parties: willing to offer their votes to either of the two main parties in exchange for compensations for their theological orders. Since the BR allows just about any religion in it's borders provided they can obey common laws, and several of them get away by getting special religious based exemptions where they can do some illegal acts but must pay a tax.) This coalation of special interests actually controls 15% of the vote
People's Party: Representing the common citizen since the ability to vote has been extended to all citizens even those that are illegally occupying land have a vote. they are the actual leftists/socialists of the BR. 15%
Naturalists: Econutters, also naturalists represent free love, and respect for nature, ect. Somehow despite being rather out there Naturalist canidates tend to get a lot of the younger vote. Politics plus their canidates usually don't wear much clothing, and have commercials that can best be described as porno with subliminal messaging...

NEVERHOOD RESOURCES:

Mineral resources exist, including oil, but are depleted or have high extraction costs (In the case of the oil), barring Uranium, Diamonds & Metals (recently discovered, and easier to reach due to silting of the channels).


The mountainous stretch that separates West from East Neverhood is fast becoming a no-man's land. There was a small string of Gulags in the more inhospitable areas (forests, rockland, swamps) nearby, bordering the Nukistani test ranges. That's where initial bands of anti-OMSK and anti-Shepnukistan political prisoners and "saboteurs, counter-revolutionaries, hooligans" and other threats to security were kept. The Original Prisoners was a band of about 102 community leaders that had the courage to first stand up in protest and were jailed, only a handful remain after the last few years of brutality, nuke testing nearby, etc.

In daring raids, some of these Original Prisoners were released by Loyalists and brought back to help form a cadre of new revolutionaries.

For the most part, the people of the Neverhood were pro-OMSK, and accepted Shepnukistani administration to varying degrees. Those in the eastern plans regions enjoyed Nukistani affiliation, while those in the west wanted more independence. As long as they had OMSK benefits, they were willing to go along. The post-OMSK attempt to annex their territory, however, sparked outrage among the Westerners, while many Easterners either supported the idea, or at least didn't find cause to complain. The town of Obergsville, for example, is militantly pro-Nukistan, and it is suspected that many of the militias are either organizing or supplying from contacts there (which may, or may not be, Nukistani or black market).

Neverhood and MESS forces have created stable areas of law & order in the cities that dot the West coast, but all sorts of terrorist bands, militias, and just plain thugs roam the badlands, warring on the Nationalist (pro-Nukistan) militias and their "puppet forces".

So groups already mentioned-- such as the NVA, and the RUF-- are some of the guerrilla groups involved, for example...

The Canissian commander is Admiral Micha Dayan. He's set up shop in Port Hadera, which we're using for a base of operations. Admiral Micha Dayan is the military governor for the city, working in close coordination with the Neverhood civil government (the Neverhood didn't have a big or powerful military, but their civil society & police were sufficient, so Dayan has taken over military security for this port city & the coastline of West Neverhood).

Admiral Dayan is a sort of aristocratic fellow, stern but fair. While he's open to outside investment (it brings in income to replace the lost OMSK economy and makes the area look stable & dependable) the truth is once outside city limits, law and order becomes a thing of local militias.

Times are hard and inflation is high in West Neverhood, since no one really trusts Loyalist scrip, the ROB hasn't moved in yet, and the thriving black market undercuts everything.

The Loyalist city governments are a mixed bag-- some are clean, honest, and dedicated, some are corrupt and willing to profit from the chaos; some are extensions of local mafias or militias seeking their own cut of power.

The Haderan City Council is somewhat corrupt, and very sensitive about jurisdictional and sovereignty issues. They want the Royal Marines in town but won't let them do hardly anything for fear of appearing weak or puppet-like.

MILITIAS: Various groups represent various interests-- some are seeking communist revolution, some just want security, some want to make West Neverhood secure, some want to totally re-take all of Neverhood. Some are well-organized, some are not, etc.

However, nearly all of them take a dim view of the Tonkinite exploitation.
