Same reason why drugs are much less in China, because that's what the market can bear. That's how much the average Chinese citizen can pay. They don't get to 14.99 a month by magic it's a careful calculation.

I've also heard that most Chinese don't actually own the game, but play it through internet cafes.

Yeah I heard the same thing too Civil, also the game is censored in places, like undead not having any bones showing or panda cubs not being obtainable or some other stupid shit like that.

I guess today is your lucky day, because they do play on their own servers.
The gold farmers playing on your server are paying the same amount per month as you.
Not that gold farming is anywhere near the problem it used to be, compared to account hacking.
