He meant that the efficiency of most PSU's is highest at 50-70% load. This is an argument against getting only the bare minimum wattage level you need, but it's an even stronger argument against getting some ridiculous 1 kW PSU when you only use a fraction of that.

I also benchmarked Far Cry 2 with everything maxed - the Ranch Small (which averaged about 60) and Action Scene (which averaged about 30). Oh yeah.
