That's pretty thin. One person not saying anything I can believe. Hundreds of them, that's doubtful. Are you saying the Federation wasn't curious? Didn't interrogate any of them? That they all had an identical lie prepared? This actually has good continuity to it. It directly ties itself with an alrady established fact from First Contact.
