Banning toy rockets does not stop or hinder terrorists, simple "innocent" chemicals can be used in making explosives. Various groups is Palestine have been doing this for years.

not to mention Axis, that 'retarding' these hobby activities in this fashion is potentially far more damaging, as we are talking about the effective destruction of an entire industry that supplies these items -- the economy is bad enough as it is.
come to think of it there are a number of other activities that could be used for terrorist purposes -- private airplanes, ultralights, hang gliders, paragliders... what about those industries? you might as well say that if it flies (by whatever means/for whatever purpose) and is not owned and operated by/for either corporate or governmental interests, that it is 'something we can do without' and regulate it out of existence. might as well extend that to privately owned boats too, cause they can be used to smuggle terrorists and their gear.
think about it... the airlines would just LOVE regs that got rid of all those pesky private planes clogging THEIR airspace... the military/govt would love it too -- no more having to worry about private citizens overflying restricted airspace, anybody who wants to go anywhere outside the country (or is coming back in from outside) can be easily bottlenecked within a few portal facilities, becuase they can only use airliners/cruiseliners to go by sea... things only get worse from here. you can say goodbye to a number of industries... no more burt rutans, no more goddards... no more teslas.
