Sort of up in the air, but what about Gul Dukhat? Did he really die?
Sisko asks if he's dead, and the Prophets say he's "where he belongs, with the Pah-Wraiths". So I guess he's still alive, for a given value of "alive".

He called himself "Director Sloan", but he never clarified whether he was the Director or merely a Director, so the answer to your question is "no".

Lupaza and Furel, two of Kira's old resistance comrades appeared at least twice and were both killed in The Darkness and the Light by bomb. Weyoun could also be considered as well. While he may have come back from death in the past, by his WYLB death it was clear that he could not be replaced.

Edit: Also, one of the Red Squad cadets who appeared in DS9 Homefront reappeared and was killed on the Valiant when it was destroyed.

I can't believe nobody thought of Sarek.

Also:

David Marcus (Kirk's son....two films).
Commander Remmick (TNG...appeared in season 1...later turned out to be the host of an alien parasite and was fried awesomely for 80's TV).

Obviously not; at no point did Next Generation but in on the finale of my favorite Trek and ruin it for me, so your question is clearly nonesense.

Yes indeed. Which is why he counts. Unlike Spock, who died of radiation poisoning in St II and was regenerated back to life by the Genesis effect. Hence why he doesn't count according to he OPs rules.

Hmmmm... Kinda iffy. Mr. Leslie appeared to be one of the casualties on Argus X in "Obsessoin", but in the third season we definitely see him on the Enterprise and still being addressed as "Mr. Leslie".
