I don't know if it's wise to read too much into that, because it's probably just a stylistic choice. Zero, in any event, doesn't actively portray himself as a specifically Japanese rebel (as opposed to all the nationalistic resistance groups running around). Not even to his closest subordinates. He's a rebellious figure fighting oppression on behalf of the weak. And it just sounds cool.
Well, I would say that's possible but still speculative. Nothing I've read explicitly mentions any alternative plans for that part of the show, beyond the obvious fact that the characters involved got the short end of the stick under the new / revised framework. Less screen time means less opportunities for explaining such things in any amount of detail and increases the need for quick shortcuts to move the story along.
