Are you kidding me? With the way the EU has handled Palpatine, you really think this book would be good?
James Luceno in my opinion is an outstanding Star Wars author. He wrote "Labyrinth of Evil" and "Dark Lord: Rise of Darth Vader" which I greatly enjoyed. Those books are easily my favorite EU novels, Luceno in "Dark Lord" actually wrote for the character of Palpatine very well in my opinion.

They still left the Empire. How about a story where somebody doesn't?

Speaking of which, what became of Sunber in the Empire/Rebellion comics? Did he eventually jump ship, stick around, or did the comics end without answering anything?

To answer your question
Sunber turned out to be Luke's friend Tank from Tatooine. He ends up being captured by the Alliance and agonizing over whether or not to capture Luke for the Empire, he ultimately decides that Luke is an enemy of order. He ends up attacking Luke but realizing that he cannot kill his friend, he rescues Leia before the ship they are on explodes. This is the last he is seen.

Overall he stays loyal to the Empire throughout the story, even if he cannot bring himself to kill his childhood friend
Sounds good to me.

Luceno definitely has a knack for tying together continuity and characterization. I loved how he fleshed out Grievous' back story in LoE and gave him a valid reason for his mad-on for the Jedi.

Even if we're not going to get the Plageuis novel, I'd at least like one more prequel novel from Luceno.

His best was TUF. especially the final battle with onimi. He also tied things up beautifully.
