Actually, doesn't SFC and SFB cover from TOS through the early movie era? They're roughly separated by the Early, Middle, Late eras in SFC. I believe the TOS Enterprise was repsresented by the standard heavy cruiser (CA), and the Move Era refit was represented by the CA+ (or was it the CC or CC+, I don't remember for certain). Then again, there's also the X-class ships (represented in SFC2: Orion Pirates by the advanced era), which are from the Andromeda invasion portion of SFB that has no real corresponding era in the official timeline.

Back on topic, I'll have to echo Ebay as your best bet.

Back when Starfleet Command came out, Paramount operated a shitty system of rights. You had rights to a specific era of Trek and you were allowed to develop games only to that era.

Microprose got TNG. That means they were restricted solely to TNG era ships. They could have a Miranda, Excelsior, and Constellation. But no Constitution. They could use DS9 and the Defiant (DS9 was in an episode and the Defiant was in First Contact), but no Intrepid.

Interplay had the TOS movie era of Trek. They were restricted to the Constitution, Miranda, Excelsior, and the Oberth. They never had rights to the Constellation (which would have fit the series). The first and second Starfleet Command games both used TOS Movie Era. Originally Interplay had the TOS era, but by the mid 90s had moved to TOS Movie exclusively.

Simon and Schuster was restricted to the DS9 era.

Klingon Academy
Starfleet Command
Starfleet Command 2
New Worlds

Every single one of those were Interplay, and they were all TOS Movie.

It wasn't until around Activision getting into the game that things changed. Activision was the first publisher to have rights to multiple Trek series at one time. Elite Force series was set in both Voyager and TNG Movie. Elite Force 2 combined Voyager and TNG. Starfleet Command 3 was set in a combination of TNG and DS9. Star Trek Armada 1 and 2 was mostly TNG and TNG Movie era, but it also borrowed from DS9 and Voyager heavily.
