The gun-inflation is more important anyway - lategame is really boring because the same guns and tactics will always work due to the AI (although AI actually needing and benefits from NV) is a big improvement).

Hmm...I noticed something like that: the game plateaus at some point after you conquer your third city, and there's literally no more surprises waiting for you before Meduna (man, I still remember going to Meduna for the first time ever and seeing...tanks. Whoops.), so your guys don't have to change their equipment and tactics at all. So all that's left are artificial challenges, but they soon get ridiculous, like conquering cities with a single merc wielding a machette and two throwing knives or something.
Of course 1.13 allows you to turn enemy patrols up to 11, which combined with enemy ability to bring reinforcements from nearby sectors mitigates the problem somewhat. Why, I even had to retreat and got ambushed from time to time!
Though reinforcements make attacking cities easy. You just kill everyone in the first sector.
