As a game I like the idea but don't think it's something you play by yourself. That way leads to blindness 
As a game where your 'runs' are instead played by others has some workability. You do a run and then download that sequence which has to be beaten by someone else playing the cop. In turn when you play the cop you are chasing other players runs.
Ideally the map should be filled with gizmos and traps that the runner can choose to set or avoid. Likewise there should be power-ups for the cop. Wandering monsters would add to the fun too.
