Well they could, but due to engine limitations they can only get like five guys together at once, and like everything else in the Mojave, they got merped by Cadazores.

And the Legion is harkening back to a better day, before technology, with the men in charge, fear through their use of force, and they keep the peace by being strong enough that no one messes with them or they get killed. Safety through Strength and all that.
By extension, that applies to the NCR, seeing as they're trying to copy the USA.

If they're anything like the real Romans, they're going to end up relying so heavily on Safety through Strength that the moment their strength seems to wane, there will be no shortage of attacks of opportunity from outsiders their approach has pissed off. As Marcus said, the Legion follows Caesar, not Caesar's ideals. They're really no different from any other Empire built by one man. Caesar's Legion won't long outlive Caesar.

The NCR, on the other hand, has succeeded in cultivating a sense of nationalism in its citizens. It has a far stronger foundation to build upon. It's also far more progressive then the slaving misogynist luddites of the Legion.

Went with NCR. Not bad. This time around I'm going all out evil. Going to do my best to kill everyone I see. :)

I think you can in fact succeed at this in FONV.

In fact, each of the towns/factions that has a unique ending usually has one for if you slaughtered everyone

Most of the time, I go with Yes Man. The NCR is second, followed by House and then the Legion. It's fairly evenly split among the first three. If you go with Yes Man, it is implied that he will attempt to overthrow afterwards. He does mention finding some software that would make him more assertive. I tend to pick independence since, as Fax Modem pointed out, that's the most libertarian ending. Still, playing with NCR gets the most happy endings for people around the Mojave. Just don't tell Arcade to fight at Hoover Dam if you pick the NCR. Spoiler
He gets jailed for life for being a former member of the Enclave, despite being maybe twelve when it all went down between the Enclave and the NCR.
