That if there's a lower stable state of the vacuum energy, quantum theory might demand that at some point in the universe, someday, it might be more likely the vacuum existed in the lower energy. A phase transition in the cosmic vacuum energy would transform the universe and change the laws of physics in its wake, if I remember correctly.

That's a misinterpretation of the expansion of the universe. Things don't grow in size - bits of the universe just drift apart from one another.

What I think he's talking about:
The vacuum has a lowest possible energy state, its a fraction about absolute zero. I read somewhere (in an article listing "possible" ways for us to be killed) that if a lower stable state were achieved, the excess energy would be released and "fry" everybody. But I can't remember how much energy we're talking about. Probably find it on google somewhere.
