The Imperial Roman Starfleet
In times of war, rebellion, and strife, the Imperial Starfleet is the hammer, axe, and anvil of New Rome's spaceborne armada. From it's headquarters on Augustia, the admirals of the fleet regulate and control it's activities with the finest degree of precision and skill.
The fleet exceeds fifteen hundred major ships; however, only four hundred of these are the warships that comprise the Warfleet. The rest are cargo haulers, science vessels, shuttles and resupply ships that comprise the Imperial Cargo and Supply fleets. These numbers can be supplemented during offensives with mercenaries and privateers- so long as the imperial coffers hold out. There are also numerous attack shuttles and troop carriers that are held in the belly of the Imperial warships.
The majority of the fleet's weapons, ships, and equipment are manufactored on Earth, New Byzantine, and the Mars colony Caesar Station. The resources necessary for the fleet is mined from Mars, Earth, Trajan and the asteroid belt of Octavius.
The Imperial Warfleet
Oppungnare-class- 150
The Oppungare-class ships are the backbone of the Imperial fleet. Heavily armed and armored, they are the brutal iron wedge that leads any assault. Oppungare are extremely durable and the X-lasers they utilize are twice as powerful as their numerous missiles. Oppungare rely on their swift ion fusion drives to close with the enemy while using their tractor beams to hold enemy fighters in place for their missiles while they pummel capital ships with X-lasers before deploying their marines to attack the disabled foe.

Arcus-class- 100
Arcus-class ships are essentially mobile missile platforms. Lacking any sort of close-combat capability their sole purpose is to soften up enemy fleets before the Oppugnare close. They are quite large and just as durable as Oppugnare, but they lack any sort of meaningful troop capacity and they have no X-laser capability.

Gustus-class- 25
Gustus-class ships are the policemen of the Octavius system. They ply the shipping lanes between the worlds, maintaing order. They are used to attack raiders and hunt down pirates. Should Octavius be attacked, it will fall to them to form the first line of defense, overwhelming enemy weaponry with bursts of X-laser fire. The fleet has only recently been refitted with short-range FTL drives, limiting their offensive effectiveness. Gustus ships are also used for diplomatic escorts or ferries for VIPs.

Everything basically.
In that case I suggest you just create TO&E's for your forces, and ignore equipment. That's what I did to get things finished quickly, once I have a better idea of just what DS9 technology means to people I can get specific about equipment.

Fenari Clans
Note the fenari Pack/Clans each have their own Military/Merchant force, resulting in constant infighting.
Typical Cruiser Fleet Packs:
4 Cruiser Class vessels (Drakkar class)

Drakkar Class Cruisers: 240 (Devided between all of the Clans)

Mining: Vessel is outfitted with a ventral docking/launch bay and about 60 (Mining Pods *think 2001 a space oddessy, with mining lasers, nuclear bombs (For blowing apart asteriods) etc. the remaing 150 KT is set aside for hauling the mined ore.
Merchant Marine: 200kt of cargo space/can also be used for fleet tender duties

I technically have that level of firepower, but given the recharge time, I think it should be okay.

You know, you can actually get away with not posting a specific firepower amount, at least for all your weapons anyway. Some people on ASVS are finding it much easier to say what the ship's are supposed to do as opposed giving specific firepower ratings. Low yield - rapid fire, high yield - 5 minute cooldown time, ect. The reason why is that people have different ideas about what certain damage numbers will do. It's just a lot easier to say "can inflict crippling damager to a 400m ship with 6m thick composite armor" then it is to grab a calculater and work out exactly what the MTage required for it. It's not just the explosive force behind each blast either, there's also penetration factor, shaped charges and the like to worry about.
De-quantifing firepower in an STGOD is also beneficial in keeping arms races at bay, arms races being something we want to avoid on account of where the end up going. Multiple turreted super lasers anyone?

Which is why I've avoided listing a single solid number on my shielding, weapons yield or speed. "Highly competitive" will do.
I've given my self advantages, some big capital ships and the Sea Wolf subs of the stealth combat, and countered it by making my escorts weak and overall fleet only 225 major vessels overall, most of them lacking FTL or just being small and weak.

I'm not sure if you just prefer using Darwin (if that is the case then please disregard), but the capital of Australia is Canberra.

I don't think he's going for all real capitals, Shanghai also isn't a national capital. Though it is the largest city in China today.
