I agree with WP: stiff MINIMUM prison sentences for first-time offenders, ramping up quickly to years and then life imprisonment for repeat offenders.
Having a "maximum 10 years, $10000 fine" is useless, because there is no MINIMUM, so a sympathetic judge (and you'd be surprised how many of these fuckers are out there) will let the guy off with a slap on the wrist.

i think here in Alabama(and this might be in other states too)...if someone is involved in an accident while drunk....(remember im not sure about this)the establishment that served the person can be held accountable. i think it can go as far as blaming the person that served the alcohol, but im not sure.
