Fed Age & Tech vs. Other Trek Cultures

I think that Starfleet started to put a lot of research into their weapons systems during the Earth/Romulan War. The other cultures may have also been in a period of technological stagnation until they saw a newcomer in the form of Starfleet, beat the Romulan Star Empire. When the Federation formed, then I think that there was lots of technological advancement for all three main governments.
